Threat of Terrorism against Indian counter-insurgency preparedness
Being the 2nd most populous nation of the world in itself is the biggest disadvantage. The population volume prevents the success of latest gadgets installed at railway stations, banks and other such important places. If 10 people passes through the frame shaped metal detector then 50 people walks past the metal detectors. It is quite natural why they are allowed to walk past the metal detectors even by policemen manning the entrance and exits. If every passenger has to pass through metal detectors then it would require a long drawn and disciplined queue waiting their turns voluntarily to get bodily checked and enter or exit the railways platform(to be cited as a common example).
It would only result in delay in people returning home and many such inconveniences. So,the police has to depend on their instincts.I would also like to share another piece of information about the 3 not 3 rifles still in use by the policemen throughout the nation (although situation is changing of course).
The aforementioned rifles were actually defective rifles of World War-II left behind by the British. Moreover Indian government is still harping on the age old concept of Hindu-Muslim bhai bhai.Inspite of, the fact that even educated Muslims are turning to terrorism Unlike European Union,no integration scheme has been started at school level to integrate and mold the mind sets of young Muslim students, not against Islam but against terrorism.
Another disadvantage has been the lack of coordination. There should be a common database accessible to all security agencies ranging from Police, state excise department to Army and Airforce containing information about terrorists,cross-border smugglers (drug and human traffickers etc. There should be an instant electronic messaging system like Tsunami warning system across the nation at all the aforementioned security agencies to respective persons in authority in the form of automatic sms, paging, emails etc.
Moreover, physical fitness of the police personnel is required. Moreover, training should be imparted at the school level (government and private ones) to create awareness at grass root level.Street skits and dramas must also be conducted to educate the illiterate masses,to understand the importance of awareness and to be at ease in case of an emergency.TV and radio advertisements should also be conducted.
I would have felt safer if all these steps were implemented by the centre and state governments as a lesson from the 26/11 attacks. However,I don't think so that the politicians commuting in AC vehicles under Z-grade securities are quite at home with these common/basic problems. However,i don't go out thinking that I might be blown up by a suicide bomber.
Moreover,Kolkata my city of residence is a transition point between North-East and cross border Bangladeshi infiltration. It has been recently found that many sim cards and such other equipment have been purchased from Bengal and terrorists have taken shelter here too.But it would be stupid on the part of the terrorists too to create problems in the safe heaven and make it unsafe for themselves.
